For any of you anime folks out there.....

There used to be this anime i saw in college one time..set in the future and it was about this cop, and he had this alien cat with him that could freeze peoples' emotions in place...It was funnier than hell is hot.

Does anybody know what it was/is called? I'm trying to find it.
