Well, I believe there is a mage training area in Oakspire. Furthermore, all the other possible perms that you would need in the Wizard's Eye tower are replicated in the drow city in one place or another.

So technically, it isn't such a big deal.

Unless you are there to pay homage to the Plu statue.

It is no mistake. There is a drow tower and clan now and it is rival to the Wizard's eye. Everything you could need at one tower is in the other.
