Bard level items?

Nellie the Violet says to you, "Sugar, don't you know you can find steel drums with the Tobago vacationers?"

Well considering that Tobago no longer exists...the only item similar that I've found dropped is the calypso drums dropped by calypso musicians. Nellie won't take them.
So are the steel drums still in the game?
