At first I thought it was just Disaron, but I get it too. When I clear prompt, the spam is less noticeable (maybe slower), but they turn red instead.

This bug has been fixed.
A while back I redid the who/whois function, but accidently left in an ANSI(fd, RED) call. This was causing it to send a red ansi string to the player everytime someone hit who, or whois'd them....since there was no other output you didn't see anything, it just sent the ansi string and then a prompt.
Also since DM's rarely show up in who...we weren't affected by it.
Anyway, now it's fixed.
