Factions are nearly completely and will be put into the game soon.

(30000 H 30000 M): l gua
You see a Highport guardsman.
He's a big guy with a halberd.
The Highport guardsman has a bluish aura.
He is in excellent condition.
He holds you in the highest regard.
You could kill him with a needle.
(30000 H 30000 M): touch gua
You fatally wound the Highport guardsman.
You killed the Highport guardsman.
You gained 300 experience for the death of the Highport guardsman.
Your faction standing with The Hampton Gang of Goblins has improved.
Your faction standing with The Highport Guard has gotten worse.
Your faction standing with The Sigil Crusaders has improved.

Help files will be put in explaining factions when they go live, but they're quite similar to the wow/eq system. Each monster that has factions has a primary faction...this is what he will use to consider how he regards you. The hp's guards prime faction is obviously The Highport Guard, so if you have a good hp faction theyll like you, if you have a bad hp faction, they'll dislike you.

When you kill someone with a faction set, you'll get adjustments based on how other factions like or dislike him. The hampton goblins in this case dislike highport, so they like you better when you kill him, same for the sigil crusaders. However the hp guards like the hp guard, so when you kill him, they like you less.

Faction levels will be spelled out in the help files, but here's a quick intro. Basically there is the base faction (0) of indifferent...from there, there are 4 levels up and 4 levels down. The bottom level you'll be attacked on sight, up from that you'll be ignored (no quests, no selling, etc), above from that they'll talk to you possibly, but if they do they will charge you a surcharge when dealing with you.

Going the other way, in higher esteems they'll give you discounts, give you quests or give you better information possibly.

Besides what faction you've accumulated, factions will like/dislike different classes, races and deities. Sigil will most likely be +enoch, -aramon, -drow, +elf, etc.
