Fortify health can be cast only by a mage, lich, and multiclass mages. If done from a
wand or scroll or potion, anyone can cast it. When cast, it increases the casters hit points by level * 2 temporarily, until the spell wears off.
For example:
Gumba the level 15 mage has 70hp. The fortify-health spell will add 30 hit points, bringing Gumba's total hit points to 100hp until it wears off.
Note that the spell adds half as many hit points if the caster is
not a lich or mage. So if Gumba was a Fighter/Mage, the spell would only add 15 hit points, bringing Gumba's total hit points to 85hp until it wear off. Similarly, if Greengiant the level 22 Berserker drinks a fortify-health potion, it will only increase his total hit points by 22 points until the potion wears off.

wand or scroll or potion, anyone can cast it. When cast, it increases the casters magic points by their level temporarily, until the spell wears off.
For example:
Gumba the level 15 mage has 75mp. The fortify-magic spell will add 15 magic points, bringing Gumba's total magic points to 90 until it wears off.
Note that the spell adds half as many magic points (level/2 rounded up) if the caster is
not a lich or mage. So if Gumba was a Fighter/Mage, the spell would only add 8 magic points, bringing Gumba's total magic points to 83mp until it wear off. Similarly, if Corri the level 20 Vampire drinks a fortify-magic potion, it will only increase her total magic points by 10 points until the potion wears off.

My idea is that these spells wouldn't last very long, but allow a bit of "extra juice" for some of the mage classes in a battle or two, and allow for some highly pursued potions
