I'm not sure I understand the part about increasing the spell effects of remove-poison (curepoison) and remove-disease. They completely nullify poison and disease instantly, so how could you increase the effects?
As for slowing the effects of poison, we already have that, it's slow-poison.
Slow-disease would certainly be an idea. Make it like the counterpart to slow-poison. Retain the infinite duration of disease, just halve the damage and nausea stun time.
Increase healing power, sort of like a +magic room? Maybe there can be a banish spell that temporarily sets a flag so that a player/perm/mob is susceptible to magic damage. They will be healed for more by healing magic, but also damaged more by offensive magic.
Recovery from blind and silence? Cure-blindness and remove-silence? Don't worry about Arc's silence, he has low intel, haha. I used to be able to silence myself for 30 minutes.
