Here's another proposal: Character Liquidation.

Have a bunch of level 8-15 characters doing no good, never to be used again, and otherwise useless? Liquidate! This would (in-effect) suicide the character, making the name available to other roleplayers, and transfer the gold required for leveling that character to your main character.

May seem stupid, but why not?
