Posts on the forum can now be broadcast to players currently online. Two new preferences have been added to handle this:

* showforum toggles whether or not you receive forum notifications.
* forumbrevity toggles whether or not you get a brief 1-line notification or the first 5 lines of the post. If you are in combat, you will always get a brief notification, never a full notification.

As demonstrated by this post, quoting other people will no longer be included in HELP LATEST_POST or HELP LATEST_POSTS. They were just getting in the way.
