I talked to dom, and he said my harm started as a level 2 dk or something, is that correct, or should it start as a level 13 dk when i learn the skill?

Same thing happens with lay on hands. Starts out at horrible or something very low even though you get the skill at 13. I'm not sure if skill level matters for lay on hands though, much like it doesn't matter for dual wield. It's just there to give paladins the skill. Can a DM confirm this?

a level 13 dk cant harm anything but a tourist... and it'll take months to raise the skill
