After a lot of research, it turns out that flamefill was broken. Originally you killed a perm and got 2 keys, then went through 2 doors to get the scroll. This was changed a long time ago, but I think it was never finished, seeing that nobody has entered the new rooms that were added. The door to these new rooms was set to NoPick but there was no key to let people through. This has been fixed.

In short, the quest is now working again, but is more difficult than it used to be in the olden days. Seek out a hermit in the desert for more information.
